SOUTH WHEATLAND FIRE PROTECTION DISTRICT, Petitioner is a <br /> duly organized fire protection district under the laws of the State of Illinois, located <br /> entirely in Macon County. <br /> 2. The City of Decatur, Illinois, Defendant, is a municipal corporation, duly <br /> organized under the laws of the State of Illinois and is located in Macon County, Illinois. <br /> 3. On October 20, 2014, the City of Decatur, Illinois, by action of its <br /> Council, passed Ordinance No. 2014-54, annexing into the corporate bou idaries of the <br /> City of Decatur, the following described real estate, to-wit: <br /> 1355 West Rock Springs Road, Decatur, Illinois: <br /> The Northeast 1/4 of the Northwest '/4 of the Northeast 1/4, except the East <br /> 392.5 feet thereof, and the East 167.5 feet of the North 8 acres of lie West <br /> %2 of the Northwest 1/4 of the Northeast 1/4, all in Section Twenty-eight (28), <br /> Township Sixteen (16)North, Range Two (2) East of the 3`d P.M. except <br /> that portion of said premises taken, used, or dedicated for roads or <br />
