Zientara, City Treasurer&Director of Finance <br /> SUBJECT: Ordinance to Appropriate $100,000 in DCDF Fund #82 for the Purpose of <br /> Defraying the Expenses of Demolition of Abandoned and Blighted <br /> Properties within the City Limits <br /> SUMMARY RECOMMENDATION: <br /> City Administration recommends City Council approve the attached Ordinance, which <br /> provides appropriation approval for the City of Decatur to spend monies to demolish <br /> certain abandoned and blighted properties in the City of Decatur <br /> BACKGROUND: <br /> On December 16, 2013, the City Council passed Council Resolution R2013-121 <br /> approving the 2014 Budget of the City of Decatur. Furthermore, on Mar h 17, 2014, the <br /> City Council passed City Ordinance 2014-10 granting 2014 appropriation spending <br /> authority in accordance with State of Illinois statutes, and providing the City with the <br /> legal authority to expend monies in fiscal year 2014. <br /> The spending authority granted included $750,000 in Community Dev lopment Block <br /> Grant (CDBG) Funds for the purpose of funding the demolition of abandoned and <br /> blighted properties within the City of Decatur. As the CDBG monies e United States <br /> Department of Housing and Urban Development monies, certain requirements are <br /> attached to the funds which may from time to time limit the City's abi ity to affect the <br /> most timely and efficient actions in the demolition of abandoned and blighted property. <br /> The City therefore sought a limited source of funds that would provide al ernative monies <br /> for use as necessary when certain federal requirements hindered demolition activity. <br /> DCDF, Inc., a City Enterprise fund with over-site by a Mayoral appointed and Council <br /> approved Board, provided the limited funding solution. The charter p pose of DCDF, <br /> Inc. as stated in the by-laws is to "promote general health, safety, and welfare for the <br /> common good of the people of Decatur. To acquire, hold, develop and dispose of land or <br /> improvements in connection with public purposes for the City of Decatur. To cause or <br /> assist with, or engage in, the providing of decent housing and a suitable living <br /> environment for all citizens of said City, particularly those of loA and moderate <br /> income.........". <br /> council letter Page 1 of 2 age 1 of 2 <br />
