DEVELOPMENT SERVICES MEMORANDUM <br /> No. 14-23 <br /> July 16, 2014 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. Stickle, Senior Planner <br /> SUBJECT: Rezone 300-500 Blocks of East King Street and East Central Avenue to 0-1 <br /> SUMMARY RECOMMENDATION: Staff recommends approval of #e rezoning to 0-1 <br /> Office District. The City Plan Commission voted 8-0 to recommend appro al of this petition at <br /> the July 10, 2014 meeting;the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is approximately 11 acres and is loc ted in the 300-500 <br /> Blocks of East King Street and East Central Avenue. The lots are vacant d have been for a <br /> number of years as they were slated to be a part of the original cone pt for the Wabash <br /> Crossing/Near North/Hope VI development. The development was not cor ipleted as originally <br /> envisioned in the early concepts. The petitioner proposes to rezone from R-5 Multiple Dwelling <br /> District to 0-1 Office District to allow for those uses that are permitted uses in the 0-1 Office <br /> District. <br /> The surrounding zoning includes R-6 Multiple Dwelling District and PD Panned Development <br /> District to the north, M-1 Intense Commercial/Light Industrial District and -2 Heavy Industrial <br /> District to the south, R-6 PUD Multiple Dwelling District Planned Unit Development to the east <br /> and B-2 Commercial District to the west. The proposed zoning is compatible with the adjacent <br /> zoning districts and would create a transition area between the Residential Districts/Areas and <br /> the Commercial and Industrial Districts. <br /> Although the Comprehensive Plan shows this area as mixed use-commerdial/residential, there <br /> have been a number of these properties left vacant and the potential for redevelopment of these <br /> properties to their original use as residential is low. The redevelopment oft ese lots to permitted <br /> uses allowed in the 0-1 Office District would serve the commercial use of tie mixed use aspect <br /> well while creating a transition area between the more intensive surroundi*g uses and districts <br /> and the reestablished residential areas. <br /> POTENTIAL OBJECTION: There were no known objectors at th Plan Commission <br /> Meeting. <br /> INPUT FROM OTHER SOURCES: The petition has been reviewed by he City's Technical <br /> Review Committee; Planning, Engineering and Fire. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Suz M.
