DEVELOPMENT SERVICES MEMORANDUM <br /> No. 14-21 <br /> July 16, 2014 <br /> TO: Honorable Mayor Michael T. McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Suzan M. Stickle, Senior Planner <br /> SUBJECT: Rezone 1964 South Taylorville Road to B-2 <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning to B-2 <br /> Commercial District. The City Plan Commission voted 8-0 to recommend approval of this petition at <br /> the July 10,2014 meeting; the minutes of the meeting are attached. <br /> BACKGROUND: The subject site is approximately .31 acres and is toated at 1964 South <br /> Taylorville Road. The subject site was annexed to the City of Decatur in Mayo 1988. When the site <br /> was annexed to the City, it automatically became zoned as R-1 Single Family esidence District as <br /> all properties do when they are annexed. <br /> The petitioner proposes to rezone from R-1 Single Family Residence Distric to B-2 Commercial <br /> District to allow for the continued commercial use of this property subject to all other city <br /> requirements. The most recent use of the property was commercial in nature but there was never a <br /> petition to rezone following the annexation in 1988. The permitted land uses in the B-2 Commercial <br /> District are compatible with adjacent uses to the north, east and west. <br /> The Macon County and Decatur Comprehensive Plan shows this area as retail. The uses in the area <br /> are compatible with the uses allowed in a B-2 Commercial district. This prope is adjacent to South <br /> Taylorville Road which is a state route and a major thoroughfare in the City and not conducive to <br /> residential development. A commercial use fronting a state route and adjacent to other commercial <br /> uses is an appropriate use for this property. <br /> POTENTIAL OBJECTION: There were no known objectors at the Plan Comknission Meeting. <br /> I <br /> INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical <br /> Review Committee; Planning, Engineering and Fire. <br /> STAFF REFERENCE: Any additional questions may be forwarded to Suzan M.
