(C) SERVICE CHARGE <br /> l.Charge Established: A Stormwater Service Charge (SWSC) is hereby <br /> established effective May 1, 2014, to cover the costs of supervision, <br /> inspection, installation, operation, maintenance, con(rol and use of the <br /> stormwater system described herein and also the cysts of supervising <br /> and reaulating the stormwater system. The SWSC shall be considered a <br /> debt of the owner of evgry lot building or premises in the City of <br /> Decatur. The SWSC shall be a lien Won the lot or 1 nd a ainst which it <br /> is charged. The City aay file suit to recover the same, including fine <br /> and court costs, as herein provided. <br /> 2.Determination of Stormwater Service Charge: The $WSC shall consist <br /> of a base fee and a fee per ERU, which fees shall b� determined by the <br /> City Council. <br /> 3.Only the base fee of the SWSC will be incurred b� a property if the <br /> property retains all stormwater on the property or if all stormwater from <br /> the property drains out of the City of Decatur co rate boundM and <br /> does not re-enter into the City of Decatur stormwater system. <br /> 4.Owner Responsible: The owner(s) of the premises tq be served shall be <br /> responsible for the payment of all charges for stormWater service thereto <br /> and said owners and anyoccupant(s) of the premis <br /> eIs, if other than the <br /> owner(s), shall be liable therefore. The provisions otlthis code and other <br /> ordinances rules re ulations and directives of the Citv vertainingto <br /> stormwater service shall be applicable to owners and occLipants alike. <br />
