Marley, P.E., Public Works Director SUBJECT:Resolution to Accept Bid and Award a Contract for 2015 Trenchless Long Lining Repairs, City Project 2015- 28 SUMMARY RECOMMENDATION: It is recommended that the City Council approve th attached resolution approving a contract in the amount of$379,905.20 for the 2015 Trenchless Long Lining Repairs Proje t, City Project 2015-28, with SAK Construction, LLC as the lowest qualified and responsible bidder, and that the Mayor te authorized to execute the contract and the City Clerk to attest. PRIOR COUNCIL ACTION: The City Council approved the FY 2015 Capital Improvem nts Plan which allocated funds for this project. This is a yearly major maintenance project for the City. BACKGROUND: Sanitary Sewer Priorities Under the direction of the City Council, the Public Works Department has established four priorities to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer Master Plan. 1. Critical Large Diameter Sewer Rehabilitation. 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. 3. System Operation and Maintenance 4. Small Diameter Sewer Rehabilitation The 2015 Trenchless Long Lining Repairs project primarily addresses priority number 4 by iepairing deteriorated sanitary sewer pipes. Secondly, the lining work also addresses priorities 2 and 3 by decreasing the aniount of ground water infiltration into the system and reducing the operation and maintenance costs in the system. PROJECT DESCRIPTION: 2015 Trenchless Long Lining Project The purpose of this project is to repair structural deficiencies that have been identified withir the sanitary sewer system with a minimum disruption to service and disturbance to the surface. Structural deficiencies inclu e broken and missing pieces of pipe, offset pipe joints and voids. The project locations were derived from the annual televis d inspections conducted in the City's sanitary sewer system. The trenchless long lining process involves the insertion of a resin saturated felt tube from m nhole to manhole that hardens to provide a smooth repair. Long lining repairs the entire pipe segment from manhole to ma hole. Long lining is the most cost effective approach for pipes that have many structural deficiencies or significant damage. The felt tube is inflated using water or steam through the sewer. Water or steam pressure is increased in the tube which presses it tightly against the walls of the sewer pipe. The water or steam then heated to activate the resin system within the to e, causing the pipe lining to cure and harden to form a new structural pipe within the old damaged sewer pipe. During tf is process, excess resin is forced into cracks,joints and irregularities of the old pipe, resulting in a firm bond between the new and old pipe. When curing is complete, private lateral lines are re-opened using a remote controlled cutting tool. The 2015 Trenchless Long Lining Repairs Project will line approximately 10,000 lineal feet of the City's sanitary sewers.
