Marley, P.E., Public Works Director <br /> SUBJECT:Resolution to Accept Bid and Award a Contract for 2015 Trenchless Long Lining Repairs, City Project 2015- <br /> 28 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve th attached resolution approving <br /> a contract in the amount of$379,905.20 for the 2015 Trenchless Long Lining Repairs Proje t, City Project 2015-28, with <br /> SAK Construction, LLC as the lowest qualified and responsible bidder, and that the Mayor te authorized to execute the <br /> contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: The City Council approved the FY 2015 Capital Improvem nts Plan which allocated funds <br /> for this project. This is a yearly major maintenance project for the City. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four priorities to improve the City's <br /> sanitary sewer collection system as defined in the Sanitary Sewer Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The 2015 Trenchless Long Lining Repairs project primarily addresses priority number 4 by iepairing deteriorated sanitary <br /> sewer pipes. Secondly, the lining work also addresses priorities 2 and 3 by decreasing the aniount of ground water <br /> infiltration into the system and reducing the operation and maintenance costs in the system. <br /> PROJECT DESCRIPTION: <br /> 2015 Trenchless Long Lining Project <br /> The purpose of this project is to repair structural deficiencies that have been identified withir the sanitary sewer system with <br /> a minimum disruption to service and disturbance to the surface. Structural deficiencies inclu e broken and missing pieces of <br /> pipe, offset pipe joints and voids. The project locations were derived from the annual televis d inspections conducted in the <br /> City's sanitary sewer system. <br /> The trenchless long lining process involves the insertion of a resin saturated felt tube from m nhole to manhole that hardens <br /> to provide a smooth repair. Long lining repairs the entire pipe segment from manhole to ma hole. Long lining is the most <br /> cost effective approach for pipes that have many structural deficiencies or significant damage. The felt tube is inflated using <br /> water or steam through the sewer. Water or steam pressure is increased in the tube which presses it tightly against the walls <br /> of the sewer pipe. The water or steam then heated to activate the resin system within the to e, causing the pipe lining to <br /> cure and harden to form a new structural pipe within the old damaged sewer pipe. During tf is process, excess resin is <br /> forced into cracks,joints and irregularities of the old pipe, resulting in a firm bond between the new and old pipe. When <br /> curing is complete, private lateral lines are re-opened using a remote controlled cutting tool. <br /> The 2015 Trenchless Long Lining Repairs Project will line approximately 10,000 lineal feet of the City's sanitary sewers. <br /> The work also includes lateral reinstatement,video inspection, sewer cleaning, liner testing and traffic control. <br /> BIDDING: <br /> http://decatur.no%wagenda.corriagendaVYWCokerSheet.aspx?ItemID=153 1/2 <br />
