The <br /> liquor commission makes a recommendation to the liquor commissioner and he might impose a greater <br /> fine. <br /> If they renew AFTER Dec. 31,the license has expired and they are not permitted to sell liquor until after <br /> they have gone before the liquor commission and paid whatever fine the liquor commissioner deems fit, <br /> if he chooses to renew their license at all. <br />
