<br /> OFFICERS AND EMPLOYEES GENERALE
<br /> 1. EFFECT OF CHAPTER. The provisions of this Chapter shall apply alike to all
<br /> officers and employees of the City, regardless of the time of the creation of the office or of the
<br /> time of the appointment of the officers, including officers and members of he Police and Fire
<br /> Departments of the City.
<br /> 2. APPOINTMENT AND REMOVAL. The City Manager shall have the power and
<br /> authority to appoint and remove at will the Assistant City Managers, all directDrs of departments,
<br /> all deputy and assistant department directors, fire marshals, battalion chiefs, police personnel
<br /> above the rank of sergeant, division managers, administrative secretaries, members of the Legal
<br /> Department, Personnel Specialists, Training Officer, Human Rights Officer, Systems
<br /> Administrator, Senior Systems Analyst, Systems Analyst, Auditor, Risk Man igement Assistant,
<br /> Water Customer Service Manager, Street and Sewer Maintenance Supervisor, Civil Engineer I,
<br /> Civil Engineer II, GIS Specialist, Fleet Supervisor, Water Production Maint nance Supervisor,
<br /> Water Production Operations Supervisor, Engineering Services Coordinator, Supervisor of
<br /> Technical Services, CAD System Coordinator, Police Records Supervisor, Water Distribution
<br /> Supervisor, Traffic and Parking Supervisor, City Forester, Foreman, Econ mic Development
<br /> Officer, Building Inspections Manager, Senior Planner, Planners, Planning and Development
