Excerpts from Plan Commission Minutes of October 3,2013:
Cal. No. 13-52 Petition of JOHN HARRISON, to arrend the B-3 Planned
Shopping Center District located at 3755 NORTH
WATER STREET.
Mrs. Stewart presented the recommendation of staff:
Mrs. Stewart stated staff has added additional information for clarification purposes since the staff
report was sent to you. It now reads as follows:
The Mound Center site is 18.10 acres and is currently improved with a Target retail store on the west
side of the site, a mixed tenant building including Starbucks on the north side and an Olive Garden to
the east. The site was rezoned to B-3 Planned Shopping Center District in April 2003 to allow for retail
development. The subject property, Lot Two (2) of Mound Center, is 3.43 acres and is currently
unimproved.
Utilities and access to the site have been provided as part of the original PI ed Shopping Center
District.
Currently there is a 125,400 square foot retail building on Lot One (1), a 4,960 square foot
retail/restaurant building on Lot Three (3), and a 6,057 square foot restaurant building on Lot Four(4).
The requested amendment to the Mound Center Planned Shopping Center District is for the potential
development of Lot Two (2). The size of the originally approved building has been increased from
35,000 square feet to 35,255 square feet.
Two-hundred parking stalls including nine (9) handicap stalls have been provided on Lot Two (2) with
18 stalls located directly north of the proposed building instead of being located o i the west side of the
building. The arrangement of the parking stalls has been altered because of the layout of the building.
ADA compliant curb ramp shall be provided within easy access to the handicap spaces in front of the
building and the striped walkway. The distance that handicap people need to travel behind parked
vehicles shall be minimized.
The new location of parking from the west side of the building to the north sidc of the building will
now have the building encroaching 16 feet into the original planned buffer yard. The buffer yard will
now be 44.87 feet wide.
Signage will be in accordance with the original approved B-3 Planned Shopping Center District Plan.
Lighting and landscaping for Lot Two (2) will be in accordance with the original approved Planned
Shopping Center District Plan.
Drainage and detention requirements shall be met in accordance with City Standar s.
There are multiple uses that are not permitted on this site as part of the approvedlan. Check cashing
services and financial institutions are uses that are not permitted. Staff suggests at Consumer Credit
Services and Pawnbrokers should also be added to the list of uses not permitted o i this site as they are
similar uses to check cashing services and financial institutions. Consumer Credit Services and
Pawnbrokers were approved by City Council in March of 2013 to be added tote Zoning Ordinance.
Neither of these uses were listed in the Zoning Ordinance at the time of this originally approved B-3
District. So keeping with the intent of the originally approved plan, Staff believes these uses should be
added to the list of uses not permitted on this site.
The amendment will allow for the development of the site that furthers the City s goal of developing
the Mound Center site with quality retail sites enhancing the sales tax base.
