Check
cashing services and financial institutions are uses that are not permitted. Staff suggests that
Consumer Credit Services and Pawnbrokers should also be added to he list of uses not
permitted on this site as they are similar uses to check cashing services and financial
institutions. Consumer Credit Services and Pawnbrokers were approvec by City Council in
March of 2013 to be added to the Zoning Ordinance. Neither of these us,-s were listed in the
Zoning Ordinance at the time of this originally approved B-3 District. So keeping with the
intent of the originally approved plan, Staff believes these uses should bc added to the list of
uses not permitted on this site.
STAFF ANALYSIS
1. The amendment will allow for the development of the site that further the City's goal of
developing the Mound Center site with quality retail sites enhancing the s les tax base.
2. The proposed B-3 amendment is consistent with the intent of the original B-3 Planned
Shopping Center District, Comprehensive Plan and Urban Corridors Plan
3. Staff believes the amendment to the plan can be developed as proposed and is in accordance
with the overall design plan of the B-3 Planned Shopping Center District.
4. The proposed amendment to the plan is compatible with the surrounding uses and should not
have an adverse affect on the neighboring property owners as this development was approved
10 years ago and has been developing in stages since that time. The development does not
appear to have had an adverse affect on the neighboring properties or general area and it is
Staff's opinion the proposed amendment will not have an adverse affect e ther.
5. There are no storage areas delineated on the proposed plan and therefore storage of
merchandise, materials or equipment should not interfere with vehicular or pedestrian traffic
on the site.
6.
