STAFF REPORT <br /> Decatur City Plan Commission <br /> COMMON NAME: Lawncrest Second Addition-located in the 2200 Block f South Taylor <br /> Road <br /> GENERAL INFORMATION <br /> Hearing Date October 3, 2013 <br /> Calendar No. 13-53 <br /> Property Location 2200 Block of South Taylor Road <br /> Requested Action No Direct Access to Public Street and No Fron age on Public <br /> Street <br /> Petitioner Charles A. & Sidney E. Shonkwiler <br /> Representative Phillip W. Cochran, PWC <br /> BACKGROUND <br /> 1. The subject site is currently developed with a single family home. <br /> 2. The Final Minor Plat of Lawncrest Second Addition was reviewed by E gineering, Fire and <br /> Planning. The petitioner is requesting the approval of no direct access to a public street and <br /> no frontage on a public street. The owner proposes to subdivide the property into two (2) lots <br /> in which the proposed Lot Two (2) will have no frontage on and no direct access to a public <br /> street. According to the Zoning Ordinance each lot shall have frontage o , direct access to, a <br /> public street or way that is improved to City standards, unless the Council shall otherwise <br /> direct, by approval of a subdivision plat so showing submitted, heard Wid considered in the <br /> manner provided in the subdivision Regulations for the City. <br /> 3. The purpose of the subdivision is to create two (2) lots, with the reside=e to remain on one <br /> lot and the approximate 10 acres of wooded property on the second 1 t to sell along with <br /> property to the north that is located in the County. <br /> PROJECT DESCRIPTION <br /> 1. The petitioner proposes to subdivide the property into two (2) lots. The proposed Lot Two <br /> (2) will have no frontage on and no direct access to a public street. <br /> 2. The subdivider agrees to place a 30 foot ingress/egress easement along he South lot line of <br /> the proposed Lot One (1) for the benefit of proposed Lot Two (2). A roa way or driveway to <br /> access proposed Lot Two (2) will have to be constructed subject to the requirements of the <br /> City of Decatur's Zoning Ordinance Section XXIV. Off-Street Parking and Loading. <br /> 3. A large portion of the proposed Lot Two (2) is located in the floodplain making future <br /> development of this property difficult. <br />
