APPOINTMENTS FROM ELIGIBLE REGISTERS. <br /> A. Department directors, as appointing officers, are authorized to appoint any candidate <br /> for any non-promotional classified position with the City who is placed on the eligible register <br /> for such position by the Civil Service Commission, without regard to the rat of said person on <br /> such register. <br /> B. COMMISSION RULES.
