Marley, P.E., Public Works Director <br /> SUBJECT:Annual Street Restoration(Mill and Overlay)Project, City Project 2015-08, Se tion No. 15-00508-00-FP <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolutions: 1. <br /> Resolution appropriating an additional$30,000 in Motor Fuel Tax funds which is added tote $1,300,000 previously <br /> authorized for a total of$1,330,000 appropriated for the Annual Street Restoration project. 2. Resolution awarding the <br /> contract for the Annual Street Restoration(Mill and Overlay)Project, City Project 2015-08 to Tyrolt, Inc. d/b/a Dunn <br /> Company, as the lowest, responsible bidder in the amount of$1,330,000 and that the Mayor Pro Tempore be authorized to <br /> execute the contract and the City Clerk to attest. The resolution represents an expenditure o $1,316,939.07 as the low bid <br /> plus $13,060.93 for project contingencies. <br /> PRIOR COUNCIL ACTION: June 15, 2015—Council approved Resolution R2015-78 appropriating$1,300,000 of <br /> Motor Fuel Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of the Illinois <br /> Highway Code. <br /> BACKGROUND: <br /> Streets Inspected Annually <br /> The Engineering Division inspects and rates approximately 1/2 of the City's streets on a ye ly basis. The results of these <br /> inspections are input into a computer database which is used to project the future condition of the streets based on their <br /> current and historical condition, and surface type(i.e. brick, concrete, asphalt, etc.). This data is then paired with available <br /> funding and is used as a basis to aid City Engineering in the preparation of the City's yearly street improvement program. <br /> Staff then determines what type of improvement would be appropriate for each street. <br /> PROJECT DESCRIPTION: <br /> Project Description <br /> The 2015 project will perform mill and overlay work on portions of Mound Road, and Franklin Street. Also as part of this <br /> project, a portion of Arbor Drive will be reconstructed as the material underneath the pavement has failed. Reconstruction <br /> generally involves the full removal of the pavement, stabilizing the base material with cement, and then relaying an asphalt <br /> surface. In total, 3.34 lane miles of the City's 825 total lane miles will be rehabilitated as pait of this project. <br /> The annual paving projects generally include a significant amount of patching to repair failed street sections that are <br /> becoming more prevalent throughout the City as capital improvement funds devoted to pave nent maintenance are reduced. <br /> A list of locations to be patched is included.
