PUBLIC WORKS MEMORANDUM NO. 2013-18 DATE: April 30, 2013 TO: Honorable Mayor McElroy and City Council Members FROM: Ryan McCrady, City Manager Richard G. Marley, Public Works Director. SUBJECT: Ordinance Amending City Code- Chapter 34 -Traffic and Parking SUMMARY RECOMMENDATION: Staff requests that Council pass the proposed ordinance amendment regarding Chapter 34, Section 64, "Conference or Convention PArking Permits." PRIOR COUNCIL ACTION: • On February 6, 2012, City Council approved amendments to Chapter 34, Traffic and Parking, which implemented free parking in Downtown Decatur. BACKGROUND: Numerous changes have been made to the Downtown D catur parking system in coordination with construction of Downtown Streetscape. The ma or update to Chapter 34 made in February 2012, established an improved system for gran ing convention and conference visitor parking in Section 64. Based on experience gained during the initial implementation, several minor modifications are recommended. 1. Streamline the administration of conference or convention parking pe�mits by providing for approval by the City Manager, Public Works Director or designee} Approvals are more of a routine administrative function which should be handled by,management staff. 2. Authorizing the use of conference or convention parking permits for 4se at any three hour or longer free parking space. Permits may not be used in 30 minute o2 hour parking spaces as those are needed for customer parking. Conference or convention parking permits may not be used at the paid parking locations such as parking meters or permit parking spaces. 3. The advance purchase time requirement has been increased from 2 to business days. Experience has shown that 2 days lead time is not sufficient for ad istration of the system. 4. Conference or convention parking permit hang-tags will be required t be hung from the rear-view mirror. This is to permit parking enforcement staff to obs a the parking permit. 5. Conference and convention parking spaces will no longer be reserved Reserving spaces for a particular event adversely impacts other businesses that may depnd upon the availability of spaces for their patrons. Individuals with conference a d convention parking permits will need to find available spaces like any other downtown parking patron.
