DEVELOPMENT SERVICES MEMORANDUM
No. 13-33
May 1, 2013
TO: Honorable Mayor Michael T. McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Billy Tyus, Assistant City Manager
Suzan M. Stickle, Senior Planner
SUBJECT: Rezone R-3 Single Family and B-1 Neighborhood Shopping Center to B-2
Commercial 1100 Blocks of West Grand and West Leafland Avenues and 1200 Block of North
Oakland Avenue
SUMMARY RECOMMENDATION: Staff recommends approval of the rezoning. The City
Plan Commission voted 9-0 to recommend approval of this petition at the January 3, 2013
meeting; the minutes of the meeting are attached.
BACKGROUND: The subject site is approximately three (3) acres and is located in the 1100
Blocks of West Leafland and West Grand Avenues and the 1200 Block of North Oakland
Avenue. The southern portion of the site is developed with single family homes and the northern
portion was the site of a former dry cleaner and grocery store.
The petitioner proposes to rezone from R-3 Single Family Residence I District and B-1
Neighborhood Shopping District to B-2 Commercial District to allow for the construction of a
supermarket. A supermarket according to the Zoning Ordinance is a retail store that is greater
than 30,000 square feet and is primarily engaged in the sale of edible prod cts and it is only
permitted in the B-2 Commercial or the M-1 Intense Commercial/Light Industrial Districts.
The surrounding zoning includes B-2 Commercial District to the north and west and R-3 Single
Family Residence District to the south and east. The Macon County and Decatur
Comprehensive Plan shows this area as Retail and Residential-Low Density. The proposed use
is compatible with adjacent uses to the north and west.
POTENTIAL OBJECTION: There were no known objectors at the Plan Commission
Meeting.
INPUT FROM OTHER SOURCES: The petition has been reviewed by the City's Technical
Review Committee; Planning, Engineering and Fire have approved the rezoning.
STAFF REFERENCE: Any additional questions may be forwarded to Suzan M. Stickle at 424-
2786 or at smstickle@decaturil.gov.
BUDGET/TIME IMPLICATIONS: None.
