Anderson Plaza <br /> Decatur, IL 62523 <br /> Subject : Fifty One & Seventy - Two Fourth Addition <br /> PWC Project 13001 <br /> Dear Billy : <br /> As the representative for the developer , Executive Development Company , I <br /> recently submitted a proposed two lot subdivision Fifty One & Seventy- Two Fourth <br /> Addition . While this is a Minor Plat of two lots it requires review of City Plan <br /> Commission and subsequent City Council approval of two items that are not in <br /> accordance with City Ordinances. Those items are as follows : <br /> 1. No direct access to a public roadway : Lot 2 is proposed to have access <br /> onto an existing 24 foot wide concrete driveway which is the access to the <br /> Baymont Hotel. The Plat shows that there will be an easement granted <br /> over the designated area of Lot 1 to serve as the access of Lot 2 to the <br /> public roadway of Hickory Point Frontage Road . <br /> 2. No Lot Frontage on a Public Right of Way : Lot 2 will not have frontage on <br /> Hickory Point Frontage Road. The Plat shows that Lot 2 will have a <br /> frontage width of 74.18 feet on the access easement across Lot 1 . <br /> The purpose and justification for these two requests are as follows <br /> 1. The history of the development of this quadrant of the 1-72 and Route 51 <br /> interchange is a series of resubdvisions caused by the types of <br /> developments that took place. Originally the property which is proposed as <br /> Lot 2 was to have access and frontage onto Hickory Point Frontage Road <br /> as per City Ordinance requirements. Cracker Barrel wanted to build at this <br /> quadrant on the interchange , however the size of the plotted lot where <br /> they wanted to build was too small. The developer then replatted the <br /> existing lots to accommodate them. This was done with complete <br /> agreement of City Staff and City Council as the City wanted Cracker <br /> Barrel to develop in their City limits. <br /> 2.
