Mass Transit Memorandum <br /> No. 081213-1 <br /> August 12,2013 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: Agreement for Operation Uplift Services <br /> SUMMARY Staff recommends that Council adopt a Resolution approving an <br /> RECOMMENDATION: agreement with Circle City Taxi &Delivery, Inc., to provide <br /> transportation services for people with disabilities under the Transit <br /> System's Operation Uplift program. <br /> BACKGROUND: The Operation Uplift program provides door-to-door transportation for <br /> people with disabilities who are unable to use the bus system. The <br /> program uses the Transit System's seven wheelchair lift vans, and also <br /> contracts with local taxicab and livery companies. Circle City Taxi & <br /> Delivery, Inc., which is based in Bloomington-Normal, recently began <br /> operating taxicabs in Decatur. The company is now requesting approval <br /> to provide taxi service for Operation Uplift (see attached). Currently two <br /> local livery companies are providing rides for Operation Uplift. In the <br /> past 10 years it hasn't been unusual to have more than one company <br /> providing service to Operation Uplift at the same time. All prospective <br /> bidders and contractors are made aware that multiple vendors may be <br /> awarded contracts. <br /> Under Operation Uplift each rider pays $2 for each trip and the Transit <br /> System reimburses the taxicab or livery company for the remainder of the <br /> fare. The company's fare schedule must be posted with the City's Finance <br /> Department, and those fares may change from time to time. Circle City <br /> Taxi &Delivery has submitted the following fare schedule to the Finance <br /> Department: <br /> o Rate per mile.....................................................$2.40 <br /> o Charge for first passenger.......................................$2.50 <br /> o Each additional adult passenger...............................$0.50 <br /> o Wait Time, per minute..........................................$0.50 <br /> The company's request shows that it is proposing a fuel surcharge per trip, <br /> but that surcharge is not currently being charged. <br />
