Mass Transit Memorandum
No. 081213-1
August 12,2013
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: Agreement for Operation Uplift Services
SUMMARY Staff recommends that Council adopt a Resolution approving an
RECOMMENDATION: agreement with Circle City Taxi &Delivery, Inc., to provide
transportation services for people with disabilities under the Transit
System's Operation Uplift program.
BACKGROUND: The Operation Uplift program provides door-to-door transportation for
people with disabilities who are unable to use the bus system. The
program uses the Transit System's seven wheelchair lift vans, and also
contracts with local taxicab and livery companies. Circle City Taxi &
Delivery, Inc., which is based in Bloomington-Normal, recently began
operating taxicabs in Decatur. The company is now requesting approval
to provide taxi service for Operation Uplift (see attached). Currently two
local livery companies are providing rides for Operation Uplift. In the
past 10 years it hasn't been unusual to have more than one company
providing service to Operation Uplift at the same time. All prospective
bidders and contractors are made aware that multiple vendors may be
awarded contracts.
Under Operation Uplift each rider pays $2 for each trip and the Transit
System reimburses the taxicab or livery company for the remainder of the
fare. The company's fare schedule must be posted with the City's Finance
Department, and those fares may change from time to time. Circle City
Taxi &Delivery has submitted the following fare schedule to the Finance
Department:
o Rate per mile.....................................................$2.40
o Charge for first passenger.......................................$2.50
o Each additional adult passenger...............................$0.50
o Wait Time, per minute..........................................$0.50
The company's request shows that it is proposing a fuel surcharge per trip,
but that surcharge is not currently being charged.
