518 Broad Street,Suite 200 = Edgewater St Joseph, Michigan 49085 resources 269 932 4502 August 1, 2013 Subject: Nelson Park USACE Individual Permit Application Proposal Dear Mr. McCrady and Mr. Clevenger, Thank you for the opportunity to continue our services with the City of Decatur and Decatur Park District in the implementation of the Nelson Park Master Plan. We are pleased to submit this proposal for services related to assisting the City and Park District in obtaining an individual permit for the construction of phased improvements on Lake Decatur identified in the Nelson Park Master Plan. As we discussed in our meeting with USACE in Rock Island,the most effective strategy for obtaining the federal and state permits that will be required for construction in and along the shores of Lake Decatur is obtaining an Individual Permit for the entire master plan. The scope of the project is beyond the limitations of the Nationwide Permit system we are using for Phase One, and the Individual Permit process can take between twelve and eighteen months to complete. In order to accomplish the schedule as currently envisioned,we will need to complete this process to obtain permits to relocate the boat launch and proceed with public private partnership improvements near the beach house and in Chandler Park in 2013. Further, this process will facilitate implementation of the loop trail and bridge improvements along Route 36 and Lost Bridge Road when funding is obtained. The permit process is fairly straight forward, but the number of potential meetings with state and federal agencies is difficult to predict and there are a number of potential tasks and special studies that may be required by agencies of the State of Illinois that cannot be fully defined until we meet with the agencies and they perform their initial project review. Therefore,we usually perform these services on a Time and Materials basis, and the process described below includes our estimate of the likely fees required to complete the work. Tasks will include: I. Preliminary Engineering Study& Report for Permit Application: $30,000-$50,000 The first phase of the work involves completion of preliminary engineering of the master plan components. The agencies require a higher level of detail for these elements than is provided by a master plan, and will be very similar to the initial submittal drawings prepared for the first phase of the Marina and Promenade. The key issues to be resolved include edge treatments, fill quantities, and bottomland impacts. This effort gives the agencies a clear understanding of the impacts anticipated. a. Project Elements: i. Conversion of 375 existing slips to modernized marina containing 500 slips ii. Relocation of boat launch iii. Overall shoreline improvements in Nelson Park iv. Regional multi-modal loop trail around Lake Decatur Basin Two b. Understand the issues/elements of the greater project c. Coordination with Decatur Park District&City of Decatur d. Preparation of preliminary drawings Marinas and Waterfronts Worldwide Planning•Design•Development
