periods of water going over the dam. The patch performance has provided a good design to
continue in the Phase II work.
2. Complete concrete repairs to the sluice gate access platform. Deteriorating concrete at the
access platform needs to be replaced.
3. Install an Asian Carp barrier. As previously presented to City Council, this is a heavy duty
screen that will be placed on top of the dam behind the bascule gates to keep Asian Carp from
jumping into Lake Decatur during high flow conditions.
4. Remove the tail water dam. This is the old dam constructed circa 1906 that is approximately '/
mile downstream of the main dam. The tail water dam was significantly undercut by scour
February 2012. A review performed by Hanson recommended that the dam be removed due to
the costly repairs required and the limited benefit provided by the structure. Removal will also
eliminate all future maintenance and operations expenses necessary for dam upkeep. This work
will reduce or eliminate the tail water pool normally maintained below the main dam and
restore this section of the Sangamon River to a more natural river ecosystem.
5. Complete scour repairs in the streambed downstream of the dam. The Phase I dam repair work
included draining the tail pool which provided Hanson the opportunity to document scour
damage downstream of the dam. The scour holes will be filled in and the existing pipelines
crossing the river channel bed will be reinforced.
Bidding
The project plans and specifications were prepared by Hanson Professional Services. The project was
advertised on April 24, 2013, and bids were opened on Wednesday, June 5, 2013.
