The Honorable Mayor McElroy& Council Members <br /> June 25,2013 <br /> Page 2 of 2 <br /> Division C was estimated at $2,162,935.00. The lowest of the four bidders was, again, Insituform Technologies USA, <br /> LLC, at$1,923,257.50 (11.1%below the estimate). The next lowest bid was from SAK Construction at$2,156,607.50 <br /> (0.3% below the estimate). Again, the two lowest bids appeared to be balanced and consistent. We recommend that <br /> the City award Division B to Insituform Technologies USA, LLC, contingent upon approval by the Illinois <br /> Environmental Protection Agency, receipt of a loan offer by IEPA, and a satisfactory evaluation of references that <br /> have been requested but not received as of the writing of this letter. <br /> The combined price for all Divisions is $7,449,784.50, which is 23.3% lower than the engineer's estimate of <br /> $9,705,979.00. <br /> We would like to thank the City of Decatur for this opportunity to be of service. <br /> Very truly yours, <br /> Bainbridge, Gee,Milanski&Associates,Inc. <br /> H.
