The project plans and specifications were prepared by Bainbridge, Gee, Milanski &Associates <br /> (BGM). The project was advertised on May 7, 2013, and bids were opened on Friday, June 21, <br /> 2013. The results for the letting for each division are as follows: <br /> Lake Shore Drive Sewer—Division A: <br /> The results for the letting are as follows: <br /> Compared to Engineer's <br /> Estimate <br /> Bidder Bid Price Over(-Under) <br /> SAK Construction, LLC $4,177,792.75 (-31.92%) <br /> Engineer's Estimate $6,136,881.00 ---------- <br /> SAK Construction, LLC, provided the sole bid for the proposed work. SAK is a major national <br /> contractor from O'Fallon, Missouri that specializes in spiral wound sewer lining as described in <br /> Appendix B. SAK has not completed work in the City before; BGM has investigated their work <br /> record and has provided a recommendation(attached) stating that SAK is able to complete the <br /> work as specified. They have successfully completed similar projects in other communities. <br /> This project will be completed in accordance with the federal Davis Bacon Wage laws. Upon <br /> approval of the contract by the City Council, the Contractor will receive a "Notice of Intent to <br /> Award." The contract will be forwarded to the IEPA for formal loan approval. Upon receiving <br /> approval for a loan from the IEPA along with a contract bond and insurance, the City will issue <br /> an approval to proceed with the work. Staff recommends that the City Council approve a <br /> contract with SAK Construction, LLC, to perform Division A of the Lake Shore Drive Sewer <br /> Rehabilitation Project. <br /> Lake Shore Drive Sewer—Division B: <br /> The results for the letting are as follows: <br /> Compared to Engineer's <br /> Estimate <br /> Bidder Bid Price Over(-Under) <br /> Insituform Technologies USA, LLC $1,348,734.25 (-4.08%) <br /> SAK Construction, LLC $1,368,413.00 (-2.68%) <br /> Hoerr Construction, Inc. $1,671,623.00 18.88% <br /> Michels Corporation $2,198,765.00 56.37% <br /> Engineer's Estimate $1,406,163.00 ---------- <br /> Insituform.Technologies USA, LLC, provided the lowest responsible bid for the proposed work. <br /> Insituform is a major national contractor located in Chesterfield, Missouri that specializes in <br /> cured in place sewer lining as described in Appendix B. Insituform has completed many sewer <br /> lining projects in the City. BGM has investigated their work record and has provided a <br /> recommendation(attached) stating that Insituform is able to complete the work as specified. <br /> This project will be completed in accordance with the federal Davis Bacon Wage laws.
