BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four <br /> priorities to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer <br /> Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The Lake Shore Drive Sewer Rehabilitation Project addresses the top priority identified for the <br /> City's sewer system to assure that the large diameter sewers serving the City are maintained in a <br /> structurally sound condition. <br /> Bid Process <br /> In order to encourage a wide range of bidders and assure a maximum number of bids, the Lake <br /> Shore Drive Sewer Rehabilitation Project was divided into 3 separate divisions of work to <br /> increase the number of eligible bidders. See the attached map for the location of each division of <br /> work. <br /> Division A: This work involves the lining of 5,758 feet of sanitary sewers ranging in sizes <br /> from 7 feet in diameter to 4 %z feet in diameter. This segment of sewer extends <br /> from 16`h Street to Martin Luther King, Jr. Drive along Lake Shore Drive. The <br /> bid received for this segment will line the sewer using a spiral wound process as <br /> described in Appendix B. <br /> Division B: This work involves lining 2 segments of sanitary sewers totaling 6,428 feet and <br /> ranging in size from 4 feet in diameter to 2 feet in diameter. These segments (1) <br /> extend from Martin Luther King, Jr. Drive to Silas/Rogers and (2) extend from <br /> 16`hNanderhoof to 19`h/Decatur. The low bid received for these segments will <br /> line the sewers using a cured-in-place pipe (CIPP) liner as described in Appendix <br /> B. <br /> Division C: This work involves lining 11,072 feet of sanitary sewers ranging in size from 3 <br /> feet in diameter to 2 %2 feet in diameter. This segment extends from 16`h/Lake <br /> Shore Drive to 25`h/Eldorado. The low bid received for these segments will line <br /> the sewers using a cured-in-place pipe (CIPP) liner as described in Appendix B. <br /> Sewer lining companies have differing abilities to line sewers based on the type of liner allowed <br /> on the project,the size of the pipe being lined, and the quantity of the work proposed. Breaking <br /> the Lake Shore Drive Sewer Rehabilitation project into the 3 divisions described above enabled <br /> more companies to bid on the work thereby providing a strong competitive bidding environment <br /> which resulted in good bids. <br /> Page 12 <br />
