6. Point Repairs: Point repairs involve placing a small liner to repair a specific spot of damaged
pipe without having to resort to digging the pipe up and replacing it. As with manhole
rehabilitation, if pipe damage is caught early enough, there are significant cost savings in spot
lining an isolated damaged section of pipe as opposed to digging it up or fully lining the pipe.
7. Special Studies: This work involves investigating the sewer system to find unknown
connections, unknown manholes, or pipelines. Special studies have been completed to identify
sources of abnormally heavy flow in sewers, locations where storm water is infiltrating into the
pipe causing overflows, or where there are incidents of heavy grease clogging the line causing
sewer backups.
8. Rapid Response Inspections: Rapid-Response inspections are generally used to investigate
critical sewer problems such as sinkholes, blocked sewer services or mains, maintenance
problems, and some residential complaints. The ability to quickly get a camera into a line that is
experiencing a failure of some type provides maintenance staff with a large amount of
information to be used in determining the proper course of action.
9. GIS Interface Software: The contractor will provide the City with computer software that will
allow all inspection information including video, condition assessment, and other notes, to be
referenced directly to the City's GIS software and provide a better rating of the overall pipe
condition. The added software will enable the City to use the full capabilities of the GIS system
to oversee and plan the maintenance and improvement of the collection system. It will also
improve the ability to target and prioritize repair work for the most efficient use of allocated
funds.
Ongoing televised inspection efforts are generally focused on sewers that have not been televised.
Having televised data on all the sewers will assist staff in creating a GIS database for the City's
sewer system condition assessment. Significant effort is also directed towards sewer cleaning and
inflow and infiltration(I&I) reduction in the sanitary sewer system.
Request for Proposals
On May 8, 2013, the Public Works Department issued a request for proposals to provide inspection
services for the City through 2015. Eight firms responded to the request and 2 firms submitted
written proposals. The two proposing firms were:
Tele Scan, Inc. of Decatur Illinois
National Power Rodding Corporation of Chicago Illinois
The proposals set unit prices for the regularly used work items and are attached in Appendix A.
The proposals were reviewed and rated on the range of services provided, the quality of inspections,
the firm's ability to respond rapidly to emergency inspection requests, proximity of the firm to
Decatur and the general cost for services. Tele Scan is recommended as the best firm to meet the
City's sanitary sewer inspection service needs. Professional services contracts are not bid but are
awarded based on the firm's ability to best serve the City. A unit price cost comparison is attached
in Appendix A. The budgeted allocation in the City's Capital Improvement Plan is $375,000 per
fiscal year through FY 2015 for a total 3 year allocation of$1,125,000 for sewer inspections.
Page 13
