APPENDIX A SUMMARY OF PRIOR COUNCIL ACTION • May 19, 2008—Council approved Resolution R2008-67 approving a 10 year pricing agreement with Sternberg Lighting of Roselle, Illinois, for the purchase of 13' tall, square tapered pole, pedestrian light poles and luminaires. • October 21, 2010—Council approved Resolution R2010-202 authorizing and approving the Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main Street), between Eldorado Street and Cleveland Avenue. The City is to receive $2,245,000 upon approval of the transfer by the State. The State requires that the funds be expended in accordance with Motor Fuel Tax requirements. • November 15, 2010—Council approved Resolution R2010-79 which provided for the issuance of Four Series General Obligation Bonds of the City of Decatur and provided for the Levy and Collection of a Direct Annual Tax for the payment of the Principal and Interest on the Bonds. Funding for downtown capital improvements were identified for$8.76 million of the authorized bond. • December 6, 2010—Council approved Resolution R2010-223 authorizing a$168,000 Professional Services Agreement between the City of Decatur and Massie Massie and Associates to provide program administration assistance for the design of downtown streetscape and open space improvements. The proposed work includes sidewalks, parks, open spaces and parking in the downtown area. • March 7, 2011 —Council approved Resolution R2011-20 authorizing a$354,238.43 Professional Services Agreement between the City of Decatur and Phillip W. Cochran Engineering to design streetscape improvements for the Water Street corridor between Eldorado Street and Wood Street. • April 4, 2011 —Council was given a presentation on the proposed downtown streetscape improvement program in Study Session. • May 16, 2011 —Council approved Resolution R2011-69 approving a Project Labor Agreement (PLA) with the Decatur Building &Construction Trades Council, AFL-CIO; Mid-Central Illinois Regional Council of Carpenters; International Brotherhood of Teamsters and Chauffeurs Local#279 for the Downtown Streetscape Project and the Rehabilitation of Main &Franklin Streets from Cleveland Avenue to Wood Street. • June 6, 2011 —Council approved Resolution R2011-82 authorizing a change order for an additional amount of$12,000,to the agreement with Homer L. Chastain &Associates, LLP, for a total amount not to exceed $456,626.28,to perform a Traffic Analysis of the downtown area to document the effects of changes proposed in the planning stages of the Downtown Streetscape projects. • June 6, 2011 —Council approved Resolution R2011-83 authorizing the purchase of pedestrian street light poles and luminaires to be installed as part of the Water Street Streetscape project. The expenditure was $106,786.75 to purchase 40 pedestrian street light poles and luminaires. Page 13
