Project Description <br /> The reconstruction project proposes to mix lime into the sub-grade to stabilize it, place a rock <br /> base on top of that followed by an 8" concrete surface. The south half of the street was <br /> reconstructed this way in 2011 with the expectation of reconstructing the north half of the <br /> street the following year. Limited staff availability to oversee the project due to the intense <br /> downtown streetscape work over the 2012 summer resulted in the reconstruction of the north <br /> half to be postponed to 2013. For Phase 2,the north half of the street will be removed and <br /> replaced along with some sections of the south half of the street left untouched after Phase 1. <br /> Pavement in front of driveways will be constructed in a manner to keep access open to the <br /> businesses. This work will be coordinated with each business to assure minimal disruption to <br /> their operations. If the project extends into the time of the Farm Progress Show,work will be <br /> suspended and traffic control removed until after the event. <br /> Bid Results <br /> The project scope and specifications were prepared by the Engineering Division and <br /> approved by the Illinois Department of Transportation(IDOT) for the use of Motor Fuel Tax <br /> funds. The project was advertised on May 22nd and 29th, 2013, and bids were opened on <br /> June 5, 2013. The results of the letting are as follows (bid tabulation attached): <br /> Base Bid+ Compared to <br /> Alt. B Engineer's Est. <br /> Bidder (Concrete) Over(-Under) <br /> Otto Baum Company, Inc. $311,184.65 (-21.74%) <br /> Feutz Contractors, Inc. $318,843.00 (-19.81%) <br /> Kinney Contractors, Inc. $371,691.20 (-6.52%) <br /> Engineer's Estimate $397,615.00 ------ <br /> Feutz Contractors, Inc. is considered to be the lowest responsible bidder. Feutz recently <br /> completed the downtown streetscape project on Main Street and performed excellent work <br /> for the City. <br /> Following the approval of the Mayor and City Council, the bid tabulation will be forwarded <br /> to the Illinois Department of Transportation for final approval in accordance with the rules <br /> governing the disbursement of Motor Fuel Tax funds. <br /> POTENTIAL OBJECTION: It is expected that Otto Baum Company, Inc., will object to <br /> the award to Feutz Contractors, Inc. <br /> Page 12 <br />
