Alexander, Director of Water Management <br /> SUBJECT: Annual Water Main Replacement Project, City Project 2013-10 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution awarding the contract for the <br /> Annual Water Main Replacement Project, City Project 2013-10,to Kinney Contractors, Inc., as the <br /> lowest, responsible bidder in the amount of$48,982.50, and that the Mayor be authorized to execute <br /> the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2013 Stub Year Capital Improvements Plan which included an <br /> allocation of funds for this project. The City allocates funds for a yearly water main replacement <br /> project. <br /> BACKGROUND: <br /> Project Description <br /> The City's Annual Water Main Replacement project targets water main segments throughout the City <br /> experiencing a high rate of main breaks or that require extensive repairs. The Water Management <br /> Department tracks each repair made and uses the compiled data to determine which water mains need <br /> to be replaced and then the list is prioritized to meet the available funding. <br /> This year's project proposes to replace a section of 12" water main on the east side of Rt. 51 <br /> approximately 400' south of 1St Drive as shown on the attached location map. This section of main <br /> broke under Rt. 51 during the winter forcing the main to be shut down until major repairs are made. <br /> Replacing the 12" main is the first phase of the overall work that must be completed to fully restore the <br /> water distribution system in the area. The second phase of the work is to bore a new main under Rt. 51 <br /> at Medial Drive to create a second connection west of Rt. 51. This work will be performed as part of a <br /> future project. ' <br /> Bidding <br /> The project plans and specifications were prepared by the Engineering Division. The project was <br /> advertised on Wednesday, April 24, 2013, and bids were opened on Thursday, May 9, 2013. The <br /> results for the letting are as follows: <br /> Page I 1 <br />
