Alexander, Director of Water Management SUBJECT: Annual Water Main Replacement Project, City Project 2013-10 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution awarding the contract for the Annual Water Main Replacement Project, City Project 2013-10,to Kinney Contractors, Inc., as the lowest, responsible bidder in the amount of$48,982.50, and that the Mayor be authorized to execute the contract, and the City Clerk to attest. PRIOR COUNCIL ACTION: The City Council approved the FY 2013 Stub Year Capital Improvements Plan which included an allocation of funds for this project. The City allocates funds for a yearly water main replacement project. BACKGROUND: Project Description The City's Annual Water Main Replacement project targets water main segments throughout the City experiencing a high rate of main breaks or that require extensive repairs. The Water Management Department tracks each repair made and uses the compiled data to determine which water mains need to be replaced and then the list is prioritized to meet the available funding. This year's project proposes to replace a section of 12" water main on the east side of Rt. 51 approximately 400' south of 1St Drive as shown on the attached location map. This section of main broke under Rt. 51 during the winter forcing the main to be shut down until major repairs are made. Replacing the 12" main is the first phase of the overall work that must be completed to fully restore the water distribution system in the area. The second phase of the work is to bore a new main under Rt. 51 at Medial Drive to create a second connection west of Rt. 51. This work will be performed as part of a future project. ' Bidding The project plans and specifications were prepared by the Engineering Division. The project was advertised on Wednesday, April 24, 2013, and bids were opened on Thursday, May 9, 2013.
