McCrady, City Manager <br /> Billy Tyus, Assistant City Manager <br /> Richelle Irons, Director of Neighborhood Services <br /> Vasudha Pinnamaraju, Environmental Planner <br /> SUBJECT: Resolution adding City of Decatur Il Grand Avenue TIF Redevelopment <br /> Project and Plan to the Macon County& Decatur Comprehensive Plan <br /> as a Functional Plan. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the attached resolution <br /> incorporating the proposed Grand Avenue TIF Tax Increment Redevelopment Plan and <br /> Project, if approved, into the Macon County&Decatur Comprehensive Plan as a "functional <br /> plan." <br /> BACKGROUND: The Comprehensive Plan serves as the principal planning document <br /> addressing Macon County and Decatur's goals and policies related to land. However,there <br /> are a number of other plans and documents adopted by respective governments to address <br /> more specific topics or government functions. Many of those plans are defined in the <br /> Comprehensive Plan as "functional plans," a list that includes but is not limited to The <br /> Decatur Park District Master Plan Update, the Decatur Public Schools Strategic Plan,The <br /> Decatur Urban Area Transportation Study,the City's Urban Corridors and Consolidated <br /> Plans and the 2030 Long Range Transportation Plan. The plans are more specific than the <br /> general Comprehensive Plan. <br /> The City has been working with Niemann Holdings, LLC, the owner/operator of both the <br /> Save-A-Lot and County Market stores in Decatur, on a potential redevelopment project and <br /> on the possible creation of a Tax Increment Financing District as defined by this document. <br /> The document is included as part of the agenda item titled "Ordinance of the City of <br /> Decatur, Illinois Approving The Grand Avenue Tax Increment Redevelopment Plan" and on <br /> the City of Decatur's web site at www.decaturil.gov under the "Public Information" tab for <br /> your review. <br /> POTENTIAL OBJECTION: None. <br /> INPUT FROM OTHER SOURCES: N/A <br /> STAFF REFERENCE: Any additional questions may be forwarded to Billy Tyus at 424-2727 <br /> or at btyus@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: N/A <br />
