i STAFF REPORT Decatur City Plan Commission COMMON NAME: Amendment to Macon County&Decatur Comprehensive Plan GENERAL INFORMATION Hearing Date May 2,2013 Calendar No. 13-18 Property Location Area Generally Bound by Leafland Ave.to the South,Oakland Ave.to the j East,and Illinois Route 48 to the West Requested Action Amend Macon County&Decatur Comprehensive Plan Petitioner Billy Tyus,City of Decatur. BACKGROUND 1. Over the years the City has adopted what are known as Tax Increment Financing Districts to help encourage the growth and development of blighted areas in the city. The Decatur City Council is expected to soon consider the adoption of the proposed Grand Avenue TIF Tax Increment Redevelopment Plan and Project to encourage development of the area listed above. 2. The Comprehensive Plan serves as the principal planning document addressing Macon County and Decatur's goals and policies related to land, however there are a number of other "functional"plans and documents adopted by respective governments to address specific topics or government functions. Other plans referenced in the document include but are not limited to the Decatur Park District Master Plan Update, the Decatur Public Schools Strategic Plan, The Decatur Urban Area Transportation Study, 2030 Long Range Transportation Plan. They are incorporated into the Comprehensive plan"by reference"as the Grand Ave TIF Plan would be. PROJECT DESCRIPTION 1. The City has been working with Niemann Holdings,LLC,the owner/operator of both the Save-A-Lot and County Market stores in Decatur, on a potential redevelopment project and on the possible creation of a Tax Increment Financing District. The project is being proposed for the area generally bound by Oakland Avenue to the East, IL Route 48 to the West, Leafland Avenue to the South and Grand Avenue to the North. i STAFF RECOMMENDATION 1. Staff recommends approval of the incorporation of the proposed Grand Avenue TIF Tax Increment Redevelopment Plan and Project into the Macon County & Decatur Comprehensive Plan. The document would be incorporated"by reference"as are other existing functional plans. 2. Copies of the document are available for review in the City's Development Services department, are available upon request and will be available by Monday,April 29,2013 on the City of Decatur's web site at www.decaturil.gov under the"Public Information"tab.
