i <br /> STAFF REPORT <br /> Decatur City Plan Commission <br /> COMMON NAME: Amendment to Macon County&Decatur Comprehensive Plan <br /> GENERAL INFORMATION <br /> Hearing Date May 2,2013 <br /> Calendar No. 13-18 <br /> Property Location Area Generally Bound by Leafland Ave.to the South,Oakland Ave.to the <br /> j East,and Illinois Route 48 to the West <br /> Requested Action Amend Macon County&Decatur Comprehensive Plan <br /> Petitioner Billy Tyus,City of Decatur. <br /> BACKGROUND <br /> 1. Over the years the City has adopted what are known as Tax Increment Financing Districts to help <br /> encourage the growth and development of blighted areas in the city. The Decatur City Council is <br /> expected to soon consider the adoption of the proposed Grand Avenue TIF Tax Increment <br /> Redevelopment Plan and Project to encourage development of the area listed above. <br /> 2. The Comprehensive Plan serves as the principal planning document addressing Macon County and <br /> Decatur's goals and policies related to land, however there are a number of other "functional"plans <br /> and documents adopted by respective governments to address specific topics or government <br /> functions. Other plans referenced in the document include but are not limited to the Decatur Park <br /> District Master Plan Update, the Decatur Public Schools Strategic Plan, The Decatur Urban Area <br /> Transportation Study, 2030 Long Range Transportation Plan. They are incorporated into the <br /> Comprehensive plan"by reference"as the Grand Ave TIF Plan would be. <br /> PROJECT DESCRIPTION <br /> 1. The City has been working with Niemann Holdings,LLC,the owner/operator of both the Save-A-Lot <br /> and County Market stores in Decatur, on a potential redevelopment project and on the possible <br /> creation of a Tax Increment Financing District. The project is being proposed for the area generally <br /> bound by Oakland Avenue to the East, IL Route 48 to the West, Leafland Avenue to the South and <br /> Grand Avenue to the North. <br /> i <br /> STAFF RECOMMENDATION <br /> 1. Staff recommends approval of the incorporation of the proposed Grand Avenue TIF Tax Increment <br /> Redevelopment Plan and Project into the Macon County & Decatur Comprehensive Plan. The <br /> document would be incorporated"by reference"as are other existing functional plans. <br /> 2.
