Marley, P.E., Public Works Director <br /> SUBJECT: Resolution to Authorize Change Order#1 for the Franklin and Main Streets <br /> Reconstruction and Rehabilitation Project <br /> City Project 2010-13 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve a resolution authorizing a change order to the <br /> contract for the Franklin and Main Streets Reconstruction and Rehabilitation Project, City Project <br /> 2010-13, in the amount of$40,000. The proposed change order is to install a curb and gutter`bump <br /> out'on Franklin Street south of Wood Street to eliminate the east traffic lane. The resolution <br /> authorizes an additional $40,000 to perform the work. This brings the full contract expenditure to <br /> $1,382,048.80. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for Prior Council Action <br /> BACKGROUND: <br /> Street Improvement Project <br /> As part of the jurisdictional transfer of Business Route 51 between Cleveland Avenue and Eldorado <br /> Street from the State to the City, the City received $2,245,000 to improve Main Street and Franklin <br /> Street between Cleveland Avenue and Eldorado Street. The Main and Franklin Reconstruction <br /> project is improving the old Business Route 51 south of Wood Street. <br /> Project Status <br /> The Main and Franklin Reconstruction project began in September 2012 and is to be completed by <br /> the end of June of this year. The project includes concrete pavement repairs, storm sewer <br /> improvements and pavement surface replacement. When the project resumes this spring, a large <br /> section of the pavement will be removed and replaced on Main Street near the railroad bridge south <br /> of Decatur Street. The project will then conclude with a mill and overlay of the asphalt surfaces of <br /> Main and Franklin between Wood Street and Cleveland Avenue along with final striping. <br /> Change Order#1 <br /> The implementation of the alternate truck route around the downtown now requires north bound <br /> truck traffic to make a right turn from Franklin onto Wood Street. With the wide turns trucks make, <br /> the east outside lane on Franklin was closed to provide the extra room to accommodate a larger <br /> turning radius. <br /> Page I 1 <br />
