This lane closure was originally planned to be made with striping; however, when implemented in <br /> 2012, the striping was ignored at times, creating a hazardous condition with two vehicles <br /> occasionally attempting to turn right onto Wood Street at the same time. The short term remedy <br /> was to install temporary fiberglass marker posts to define the lane closure. This change has worked <br /> well; however, a permanent solution is required. <br /> The proposed permanent solution is to install a curb and gutter"bump out" similar to that shown on <br /> the attached drawing. This change will physically close the east outside lane on Franklin between <br /> Wood and Washington and provide opportunity to add traffic control and landscaping for a good <br /> visible change. <br /> Change Order#1 will use existing contract unit prices currently active for the project. The <br /> additional work is estimated to cost $40,000 with a contingency to bring the total authorized project <br /> amount to $1,382,048.80. <br /> SCHEDULE: <br /> Following approval of the change order, it will be forwarded to the Illinois Department of <br /> Transportation(IDOT) in Effingham for approval. Work on this project should resume in mid-April <br /> and will be completed by the end of June. <br /> BUDGET AND STAFFING IMPLICATIONS: <br /> Budget Impact: Funding for this project is allocated in the Motor Fuel Tax Fund and is drawn <br /> from the $2,245,000 provided to the City as part of the Jurisdictional Transfer approved in 2010. <br /> Change Order#1 is for$40,000 bringing the total project expenditure to $1,382,048.80. <br /> Staffing Impact: Staff time has been allocated for managing this project. <br /> POTENTIAL OBJECTION: There are no known objections. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Richard Marley, Public Works Director, and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item.
