Both parts of the written testing procedure shall be proctored and scored by a third party, <br /> to be determined within 30 days by agreement between the City and the Union. Once the tests <br /> are scored, the results shall be provided to the City's Human Resources Division, in addition to <br /> the Union. <br /> The exam proctor must have qualifications equal to a Ph.D. with teaching experience in <br /> English Communications. <br /> (d). Evaluation of Work Record. <br /> The work record scoring for this examination shall be based on an average of the <br /> employee's three (3) most recent full-year Civil Service evaluations, and commendations and <br /> reprimands over the four year period of most recent active duty for the employee. Evaluations <br /> filed with the Human Resources Division up to the date of the opening of the application period <br /> for the promotional process will be included in work record scoring. For purposes of this <br /> subsection, a "full year" is defined as an annual evaluation period in which the employee is <br /> absent from duty and/or on restricted duty status no more than 25% of the total time. <br /> Scoring Evaluation: 20 points Total <br /> Work Evaluations: 15 points <br /> Commendations/Reprimands: 5 points <br /> Work Evaluation Scoring shall be as follows: 1 point for an average 3 year score in the <br /> first two categories of Above Average. 3 points for an average 3 year score in the last category <br /> of Above Average or any placement in the Outstanding category. Average scores of less than 0.5 <br /> will be rounded to the lower number, while averaged scores of 0.5 and above will be rounded to <br /> the next higher number. Scoring will be based on the following five (5) categories: <br /> 1. Initiative <br /> 2. Quality of Work <br /> 3. Job Knowledge <br /> 4. Customer Focus <br /> 5. Decision Making <br /> Commendations/Reprimands Scoring shall be based on the prior four years with the <br /> exception of shift commendations/shift and division reprimands which shall be based on the <br /> prior year. Accidents of minor nature shall not be evaluated unless a pattern of poor driving has <br /> been exhibited over the previous two years. <br /> Shift/Division Commendation 0.5 points <br /> Department Letter of Commendation 1.0 points <br /> Meritorious Award/Award of Valor 1.5 points <br /> Award of Valor 2.0 points <br /> 12 <br />
