McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Resolution Authorizing an Agreement with URS Corporation for Engineering
Services to Provide a Preliminary Design to Improve the Mound Road Bridges
Over Spring Creek, City Project 2013-03
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached Resolutions authorizing the Mayor to
sign and the City Clerk to attest to the following items:
1. A Resolution authorizing a preliminary design services agreement between the City of Decatur
and URS Corporation to perform a preliminary design to improve the Mound Road bridges
over Spring Creek for a fee not to exceed $22,100.
2. A Resolution appropriating $22,100 in Motor Fuel Tax(MFT) funds to pay for the agreement
with URS Corporation to complete a preliminary design for the subject bridges.
PRIOR COUNCIL ACTION:
There have been no prior Council actions on this item.
BACKGROUND:
All bridges owned by the City are required by the Federal Government to be inspected every two years
to assure the safety of the structures. Routine inspections of the three Mound Road bridges over
Spring Creek and a follow-up inspection by the Illinois Department of Transportation (IDOT)
identified the need for structural repairs on the east bridge (see drawing). The other two bridges have
similar deterioration issues but not to the extent of the east bridge.
In June 2012, the City received correspondence from IDOT requiring that the eastern-most Mound
Road bridge over Spring Creek be restricted to 22 tons. This restriction effectively prohibits tractor-
trailers from using the bridge. The bridge can still be used by most other vehicles. The bridge is
required to be inspected every 12 months until repairs are made.
Page I 1
