Marley, Public Works Director <br /> SUBJECT: Resolution Approving an Addendum to a Systems Agreement - Tyler <br /> Technologies <br /> SUMMARY RECOMMENDATION: Staff recommends approving an addendum to a contract <br /> with Tyler Technology in the amount of$49,500 for the purchase of services for programming <br /> and implementation of the parking citation management system to operate within Incode and <br /> Munis software. <br /> PRIOR COUNCIL ACTION: <br /> • Council met in study session to discuss alternative parking management options on June <br /> 6, September 6, and September 13, 2011. Council directed staff to implement free <br /> parking in Downtown Decatur in conjunction with building streetscape improvements. <br /> Council supported staff's recommendation to acquire a computer based license plate <br /> recognition (LPR) system to help assure accuracy and impartiality in parking <br /> enforcement. The system will digitally read and record license plate numbers along with <br /> date,time and location information. The system will also take a digital photograph of the <br /> vehicles to record the vehicles location and position within the parking space. <br /> • On December 19, 2011, Council approved an agreement with Tyler Technology for <br /> Incode Software, Administrative Code Enforcement System <br /> • On February 6, 2012, Council approved amendments to Chapter 34, Traffic and Parking", <br /> to implement free parking in Downtown Decatur. <br /> • On September 4, 2012, Council approved an agreement with T2 Systems, Inc., for the <br /> purchase of equipment and license of parking enforcement hardware and software. <br /> BACKGROUND: <br /> Early in 2012, staff started work on purchasing equipment and software to implement a <br /> computerized license plate recognition parking system. A request for proposals was issued, <br /> several firms responded, and all proposals were thoroughly reviewed. Staff concluded that T2 <br /> Systems of Indianapolis, Indiana, was best qualified to provide equipment and software. <br />
