During the early stages of scope of work preparations, staff learned Tyler Technology's Incode <br /> Court Management Suite had the capability to perform back-office management of parking <br /> citations. Since it did not make economic sense to acquire duplicate software, a decision was <br /> made to seek integration of T2 Systems license plate recognition and citation issuing software <br /> products with Tyler Technology In-Code software for back-office citation management. In-Code <br /> has the additional advantage in that it is directly integrated into the City's financial management <br /> software, Munis. <br /> The decision to seek integration between T2 Systems and Tyler was complicated b the fact that T2 <br /> g Y Y P Y <br /> Systems and Tyler Technology did not have a business relationship, nor was either firm familiar <br /> with the other firm's products. After significant work by City staff and the technical staffs of both <br /> T2 Systems and Tyler Technology, agreement in concept was reached to integrate products from <br /> both vendors to work as one system. <br /> The addendum acquires three items: <br /> 1. Software programming services. <br /> 2. Purchase of the Incode Scheduling module. <br /> 3. Services for system configuration, import existing citation data and provide training. <br /> A more detailed description of the products and services has been provided by Tyler Technology <br /> and is attached to this memorandum. <br /> An annual license fee paid to Tyler Technology will keep the software upgraded and fully <br /> functional. The annual license fee for the second year is $7,375. Budget allocations for future <br /> annual license fees will be included in the Traffic & Parking Section budget of the Public Works <br /> Department. <br /> SCHEDULE: Programming and implementation will require about 4 to 6 weeks after Tyler is <br /> given notice to proceed. Work to install license plate recognition hardware a <br /> nd software should <br /> be completed and fully implemented before Thanksgiving Day, November 22, 2012. <br /> BUDGET IMPLICATIONS: Funds for the purpose of acquiring a LPR and parking citation <br /> management system was allocated in the Capital Improvement Fund. The source of revenue for <br /> this allocation was the remaining balance in the Parking System Fund when it was abolished in <br /> FY 2011-12. <br /> POTENTIAL OBJECTION: Changing Downtown parking regulations and improving the <br /> effectiveness of time zone enforcement will likely result in complaints from individuals until the <br /> new regulations become well known. In the longer term, uniformity of enforcement actions and <br /> increasing the availability of parking for visitors and customers in Downtown should be received <br /> favorably. <br /> INPUT FROM OTHER SOURCES: Input on the selection of equipment and software was <br /> sought and received from MIS technical staff, financial management staff and Public Works staff <br /> responsible for parking enforcement and management. <br />
