format, for management of the citations. Imports of newly configured data will be
accepted to the T2 database for updated enforcement activities.
It will be necessary to acquire professional services from Tyler Technology to complete the
integration. Tyler estimates the cost for professional services to be less than$20,000. These
services will be contracted for separately.
An annual license fee paid to T2 Systems will keep the software upgraded and fully functional.
The annual license fee for the second year is $7,567.50. The fee for the third year is $7,900.87.
Budget allocations for future annual license fees will be included in the Traffic &Parking
Section budget of the Public Works Department.
SCHEDULE: Full implementation of the LPR and citation management system is estimated to
take between 10 to 12 weeks.
BUDGET/TIME IMPLICATIONS: Funds for the purpose of acquiring a LPR and parking
citation management system was allocated in the Capital Improvement Fund. The source of
revenue for this allocation was the remaining balance in the Parking System Fund when it was
abolished in FY 2011-12.
POTENTIAL OBJECTION: Changing Downtown parking regulations and improving the
effectiveness of time zone enforcement will likely result in complaints from individuals until the
new regulations become well known. In the longer term, uniformity of enforcement actions and
increasing the availability of parking for visitors and customers in Downtown should be received
favorably.
INPUT FROM OTHER SOURCES: Input on the selection of equipment and software was
sought and received from MIS technical staff, financial management staff and Public Works staff
responsible for parking enforcement and management.
STAFF REFERENCE: Richard Marley, Public Works Director will be in attendance at the
City Council Meeting to answer questions from City Council on this item.
Attach: 2
