Reviews of the T2 Systems proposal included an interview and presentation by T2 staff and their
LPR supplier, Genetec. During their presentation, City staff learned that nearby Champaign,
Illinois, uses the T2 Systems software for parking enforcement and management. Several
Decatur staff that will be using the software made a site visit to Champaign to see how the
software system works in actual practice. Based on the review of the proposal, interview and
working site visit, all reviewers concluded that the parking management system proposed by T2
Systems was the preferred choice.
During the parking management system RFP preparation and review process, the City purchased
and installed "In-Code" software produced by Tyler Technology for use in the newly adopted
City Court. During early implementation of the In-Code system, staff learned that it possessed
the capability to perform back-office management of parking citations once issued and entered
into the system. Upon detailed review, staff determined that the In-Code citation management
capability essentially duplicated the same services included in the T2 Systems proposal. Since it
did not make economic sense to acquire duplicate software, a decision was made to seek
integration of T2 Systems license plate recognition and citation issuing software products with
Tyler Technology In-Code software for back-office citation management. In-Code has the
additional advantage in that it is directly integrated into the City's financial management
software, Munis.
Tyler Technology was sent a copy of the request for proposals for the parking management
system when issued in April, 2012. However, Tyler did not respond.
The decision to seek an integration between T2 Systems and Tyler was somewhat complicated by
the fact that T2 Systems and Tyler Technology did not have a business relationship, nor was either
firm familiar with the other firm's products. After significant work by City staff and the technical
staffs of both T2 Systems and Tyler Technology, agreement was reached on how best to integrate
the products from both vendors.
The agreement with T2 Systems purchases equipment and licenses software for parking
enforcement and integration with Tyler Technology's In-Code software, and includes the
following items:
• LPR hardware and AutoVu software procured through Genetec to find parking time zone
violators using license plate recognition technology.
• Issue citations through T2 eTicketbook integration, and send that citation information,
including pictures, via data transmission to the City's computer system for use by Tyler's
In-Code system to age and manage the citations.
• T2 systems will receive information from Tyler's In-Code software about vehicles that
are eligible to be booted.
• Handheld Ticket-writers with T2 Flex Handheld Software for issuing citations. This
software will also be used by officers not using the LPR solution
• T2 Flex Enforcement database configured with violation types and "hotlist information"
for communication with handhelds and eTicketbook with AutoVu integration. T2 will
build an interface to export citations to Tyler Technologies, using Tyler's preferred XML
