Council directed staff to implement free
parking in Downtown Decatur in conjunction with building streetscape improvements.
Council supported staff's recommendation to acquire a computer based license plate
recognition(LPR) system to help assure accuracy and impartiality in parking
enforcement. The system will digitally read and record license plate numbers along with
date, time and location information. The system will also take a digital photograph of the
vehicles to record the vehicles location and position within the parking space.
• On February 6, 2012, Council approved amendments to Chapter 34, Traffic and Parking",
to implement free parking in Downtown Decatur.
BACKGROUND:
In February and March, 2012, staff prepared a request for proposals from qualified firms to
provide a Fully Integrated Parking Enforcement and Citation Management System(PECMS).
The system was to consist of products and/or services designed to provide a long term, cost
effective means of enforcing and managing public parking in Decatur. On April 27, 2012,the
City received four proposals. After review by Public Works and MIS staff one proposal was
determined to be not responsive. Two additional proposals were submitted by the same software
firm but utilized slightly different LPR equipment.
