Marley, P.E., Public Works Director <br /> SUBJECT: Downtown Streetscape and Open Space Enhancement Program— Central <br /> Park, North Park Street and South Park Street, City Project 2012-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the following resolutions authorizing the Mayor <br /> to sign and the City Clerk to attest to the following items: <br /> 1. Approving a contract in the amount of$1,735,022.08 for the Central Park Streetscape <br /> Enhancement Project, City Project 2012-14, to Otto Baum Company, Inc. as the lowest <br /> qualified bidder, and; <br /> 2. Approving Change Order No. 1 to the Agreement with Phillip W. Cochran in the amount <br /> of$20,000 to provide construction engineering services for the Central Park Streetscape <br /> Enhancement Project. Change Order No. 1 is in addition to the current Agreement <br /> amount of$82,411.57 for a total adjusted Agreement amount of$102,411.57. <br /> PRIOR COUNCIL ACTION: <br /> Appendix A provides a summary of prior Council actions related to the downtown streetscape. <br /> BACKGROUND: <br /> Central Park Streetscape Project <br /> The Central Park Streetscape Project includes improvements in Central Park, streetscape <br /> enhancements on North and South Park Streets, and streetscape enhancement on the south side <br /> of North Street west of Franklin Street. Streetscape improvements will compliment the work <br /> already completed downtown. <br /> Bid Award <br /> The project design was prepared by Phillip W. Cochran, Massie Massie & Associates, and <br /> Architectural Expressions. The project was advertised on July 27, 2012, and bids were opened <br /> on August 21, 2012.
