No Bid <br /> Engineer's Estimate $1,672,825.72 ------ <br /> Otto Baum Company, Inc. provided the low bid for the project at 3.72%over the Engineer's <br /> Estimate. Otto Baum has satisfactorily completed other streetscape projects for the City. Phillip <br /> W. Cochran has reviewed the bids and a letter is attached recommending award to Otto Baum. It <br /> is recommended that the Contract for Central Park Streetscape improvements be awarded to Otto <br /> Baum. <br /> Engineering Services Change Order <br /> Change orders for engineering services were approved as part of the implementation of the other <br /> streetscape enhancement projects to assist with questions and issues that arise during <br /> construction. It is proposed that a change order with Phillip W. Cochran be approved allocating <br /> $20,000 for construction engineering services for the Central Park work. <br /> During the construction process questions invariably arise regarding various issues that are best <br /> addressed by the design engineer. In addition, City staff may not have the time or expertise to <br /> perform the inspection on some specialty items such as some electrical issues, sub-sidewalk <br /> vaults or landscaping. It is proposed that the design firm, Phillip W. Cochran be retained to <br /> provide assistance in the construction process as needed. This work will include: <br /> • Answering contractor questions and providing detail approval including shop drawing <br /> review and material approvals. <br /> • Provide some surveying services as needed. <br /> • Respond to landscaping or electrical questions as needed. <br /> • Change order preparation assistance. <br /> SCHEDULE: <br /> Work is not to begin in Central Park until September 17 following the Arts in Central Park art <br /> show. Completion of the work is scheduled to be June 1, 2013. <br /> Page 2 <br />
