Public Works Memorandum
NO. 2012-64
DATE: August 8, 2012
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Purchase of Street Lights for the City's Downtown Streetscape and Open
Space Enhancement Program— Central Park, North Park Street and South
Park Street, City Project 2012-14
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the purchase of various street light poles and
luminaires from Sternberg Lighting to be installed as part of the Central Park Streetscape and
Open Space Enhancement project. The Resolution authorizes the expenditure of$174,934.30 to
purchase thirty-five (35)— 12' pedestrian street lights (Figure 1, Fixture A), four (4) lighted
bollards (Fixture B), and eighteen (18) —22' pedestrian lights (Fixture H).
PRIOR COUNCIL ACTION:
Appendix A provides a summary of prior Council actions related to the downtown streetscape.
BACKGROUND:
Pedestrian Street Light Pricing Agreement
In conjunction with the 2008 project to reconstruct the 300 block of North Water Street,
proposals were sought from street light manufacturers to provide ornamental street light fixtures
for downtown streetscape improvements. Three vendors provided proposals. Sternberg Lighting
of Roselle, Illinois, provided the most competitive pricing and was the only vender able to meet
the City's desired appearance for both poles and luminaires.
In order to assure stable pricing for that project and proposed future streetscape work, the City
entered into a 10 year pricing agreement with Sternberg. The pricing agreement was tied to the
Producer Price Index published by the U.S. Department of Labor and the current market price for
aluminum. To date, the City Council has authorized the purchase of over 165 pedestrian street
lights for the downtown streetscape work.
Street Light Order
This street light order will purchase the following:
• Thirty-five (35) 12' Pedestrian Street lights. See Fixture A on Figure 1. These lights are
installed on Water Street and Prairie Street. As part of the Central Park project they will
be used on North and South Park Street.
Page I 1
