Marley, P.E., Public Works Director <br /> SUBJECT: Franklin and Main Streets Reconstruction and Rehabilitation Project <br /> City Project 2010-13 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve and that the Mayor be authorized to execute the <br /> contract and the City Clerk to attest to the following: <br /> 1. A resolution awarding the contract for the Franklin and Main Streets Reconstruction and <br /> Rehabilitation Project, City Project 2010-13, to Illinois Valley Paving, as the lowest,responsible <br /> bidder in the amount of$1,312,048.80. The resolution authorizes an expenditure of up to <br /> $1,342,048.80 to allow $30,000 for project contingencies; and <br /> 2. A resolution authorizing an amendment to the design services agreement between the City of <br /> Decatur and Homer L. Chastain&Associates, LLP to provide construction layout services for <br /> the Franklin and Main Streets Reconstruction and Rehabilitation Project, City Project 2010-13, <br /> for an additional fee of$16,308 which is added to the current authorized fee of$141,431, for a <br /> total not to exceed fee of$157,739. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for Prior Council Action <br /> BACKGROUND: <br /> Street Improvement Project <br /> As part of the jurisdictional transfer of Business Route 51 between Cleveland Avenue and Eldorado <br /> Street from the State to the City, the City received $2,245,000 to improve Main Street and Franklin <br /> Street between Cleveland Avenue and Eldorado Street. <br /> Initial Bid Rejection <br /> Bids were opened on the original reconstruction project on July 19, 2012 with Illinois Valley <br /> Paving offering the sole bid that was significantly over the Engineer's Estimate. The City's design <br /> engineer, Homer L. Chastain, LLP reviewed the project with City staff and the Illinois Department <br /> of Transportation and made changes to the design. Pavement reconstruction areas were scaled back <br /> to include smaller repairs rather than larger sections; a more common asphalt mix was specified and <br /> project layout would be provided by the City. These changes enabled an additional bidder on the <br /> project with approximately$500,000 in project savings. <br /> Page ( 1 <br />
