Bid Award <br /> The project design was prepared by Homer L. Chastain&Associates, LLP, and approved by the <br /> City and the Illinois Department of Transportation(IDOT) for the use of Motor Fuel Tax funds. <br /> The project was advertised on August 1, and August 8, 2012, and bids were opened on August 13, <br /> 2012. No Bid <br /> G. M. Sipes Construction, Inc. No Bid <br /> Engineer's Estimate $1,359,206.50 ------ <br /> Illinois Valley Paving provided the low bid for the project at (3.47%) under the Engineer's <br /> Estimate. Illinois Valley Paving has satisfactorily completed other similar projects for the City. <br /> Following the approval by the Mayor and City Council, the bid tabulation will be forwarded to the <br /> Illinois Department of Transportation for final approval in accordance with the rules governing the <br /> disbursement of Motor Fuel Tax funds. <br /> Engineering Services Change Order <br /> The first project included design layout being provided by the contractor. The bid received, that <br /> was later rejected by the City Council, included what staff believed to be an unreasonable amount <br /> for the contractor to provide these services. It was determined that this would be better served <br /> being provided by Homer L. Chastain&Associates, LLP, the design engineer. This change <br /> resulted in a cost savings on the order of$30,000. <br /> The amendment authorizes Homer L. Chastain&Associates, LLP to provide construction layout <br /> services for an additional fee of$16,308 which is added to the current authorized fee of$141,431 <br /> for a total not to exceed fee of$157,739. <br /> SCHEDULE: <br /> Following approval of the contract by the City Council the contract will be forwarded to the Illinois <br /> Department of Transportation(IDOT) in Effingham for approval. Work on this project should begin <br /> in September and will be completed spring of 2013. <br /> Page 12 <br />
