COUNCIL MEMORANDUM <br /> #2012-17 <br /> DATE: July 31, 2012 <br /> TO: Honorable Mayor Michael McElroy and City Council <br /> FROM: Ryan P. McCrady, City Manager <br /> Jerry Bauer, Assistant City Manager <br /> SUBJECT: 2012 Library-AFSCME Collective Baraainina Agreement <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the <br /> attached resolution regarding the 2012-2017 AFSCME labor agreement with the <br /> Decatur Public Library and the City of Decatur. <br /> BACKGROUND: AFSCME's labor agreement with the Decatur Public Library expired <br /> on April 30, 2012. The parties subsequently successfully negotiated the attached <br /> successor agreement. Based on the statutory requirement that the library's tax levy be <br /> authorized by the City of Decatur, the Illinois State Labor Relations Board has <br /> determined that the City is a co-employer, for their purposes only, thus requiring the <br /> City's approval of this Agreement. It does not create an employer-employee <br /> relationship nor should any such relationship be implied. <br /> This is a five year agreement, with changes in terms for wages and certain non- <br /> economic articles of the contract. The agreement includes annual across-the-board <br /> wage increases of 1.75% for each of the first three years of the agreement, and 2% <br /> annual increases for each of the last two years. Changes in contract language include <br /> those for grievance and arbitration deadlines, use of prior discipline, and impact <br /> bargaining over job description changes. Health insurance provisions, including plan <br /> benefits and employer premium contributions, remain the same for the term of this <br /> contract as in the expired agreement. <br /> POTENTIAL OBJECTIONS: There are no known objections to this agreement. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Lee <br /> Ann Fischer, City Librarian, at 424-2900, or Jerry Bauer, Assistant City Manager, at <br /> 424-2801 or Lbauer(a).decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: This is a five year agreement that will impact the <br /> budget for the Library in the current and the next four fiscal years. <br /> attachments <br /> 9 <br />
