- 9 - <br /> 2 . The Union business may be conducted only <br /> after notifying said employee' s immediate non- <br /> bargaining unit supervisor and subject to the <br /> supervisor' s permission, which permission shall <br /> not be unreasonably withheld. <br /> Section 3 . Union Bulletin Boards <br /> The Employer shall provide one official Union bulletin <br /> board. The board shall be for the sole and exclusive use of <br /> the Union and shall contain only Union related information. <br /> Section 4 . Notice of Personnel Changes <br /> Every three (3) months, the Employer shall provide the <br /> Union with a listing of all personnel transactions involving <br /> bargaining unit employees, including new hires, promotions, <br /> demotions, reclassifications, layoffs, reinstatements, <br /> terminations and transfers. <br /> Section 5 . Distribution of Union Literature <br /> The Union shall be allowed reasonable use of the <br /> Employer' s inner library mail system to distribute Union <br /> literature. <br /> Section 6 . Use of Employer' s Facilities <br /> The Union shall have the right to reasonable use of the <br /> meeting room of the Library for official Union meetings, <br /> providing such room is available; prior notice has been given <br /> to the Librarian five (5) working days in advance of the <br /> meeting; there is no interruption of the Library services; and <br /> the Union reimburses the Library for any additional costs <br /> incurred as the result of the Union' s use of the room. <br /> ARTICLE IV <br /> NON-DISCRIMINATION <br /> Section 1 . Prohibition Against Discrimination <br /> Both the Employer and the Union agree not to <br /> discriminate against any employee on the basis of race, <br /> color, religion, political affiliation, sex, national origin, <br />
