out all other functions, whether or not exercised by the <br /> Library prior to the execution of this Agreement. <br /> Section 3. <br /> The Library shall not promote, aid or finance, during <br /> the life of this Agreement, any rival labor group for the <br /> purpose of undermining the Union. <br /> ARTICLE III <br /> UNION RIGHTS <br /> Section 1. Access to Premises by Union Representatives <br /> The Employer agrees that local representatives and <br /> officers and AFSCME staff representatives shall have <br /> reasonable access to the premises of the Employer giving <br /> notice upon arrival to the appropriate Employer <br /> representative. Such visitations shall be for the reason of <br /> the administration of this Agreement and shall result in no <br /> interference of work. <br /> Section 2 . Time Off For Union Activities <br /> (A) The Employer shall grant the Union ten (10) days <br /> per year without pay for state or international Union <br /> conventions under the following conditions : <br /> a) No more than two (2) employees may be absent at <br /> the same time. <br /> b) The employee must give at least seven (7) days <br /> written notice to his/her supervisor prior to <br /> such leave. <br /> c) The employee may use unused vacation time or <br /> approved unused personal leave time. <br /> d) Two employees who are duly appointed or elected <br /> as a Union officer or steward may conduct Union <br /> business up to eight (8) hours per month on the <br /> following conditions: <br /> 1 . The Union business may be conducted during the <br /> first and last hour of the officer' s or steward' s <br /> assigned shift . <br />
