APPENDIX A <br /> .SUMMARY OF PRIOR COUNCIL ACTION <br /> April 2, 2001—Council approved Resolution 82001-59, approving an agreement with Bainbridge, <br /> Gee, Milanski &Associates, Inc. for engineering services for the design of the south elevated water <br /> storage tank. This agreement was for a project that would not be funded through the Illinois <br /> Environmental Protection Agency's (I-EPA) Revolving Loan Program. <br /> August 5, 2002—Council received the transmittal of the Strand Water System Master Plan in Study <br /> Session. This Master Plan included recommendations to construct a large diameter water main <br /> centered on Martin Luther King, Jr. Drive to connect the City water towers at Division Street and <br /> Garfield Avenue with the South Water Treatment Plant (SWTP) and install an elevated water tank on <br /> the south side of the City to improve low water pressure concerns south of the Lake. <br /> February 7, 2005—Council approved Resolution 82005-11, which authorized the purchase of a <br /> three(3) acre parcel of land on South Franklin Street Road, a site for the construction of the South <br /> Elevated Water Storage Tank, from Greanias Farms for the price of$60,000. Council approved <br /> Resolution R2005-12 amending an agreement with BGM for the design of the South Elevated Water <br /> Storage Tank for$78,900. The work added by this amendment included changing the scope of work <br /> involved with selecting the water tower site and adding the EPA Loan funding requirements. <br /> January 22, 2007—Council approved Amendment 2 of the April, 2001 Agreement with BGM, <br /> which authorized engineering services to develop a single zone of higher water pressure to be served <br /> by the proposed new water tank. <br /> July 6, 2009 - Council approved Resolution R2009-109 which authorized an agreement with BGM to <br /> provide construction engineering and resident inspection services for the construction of the South <br /> Elevated Water Storage Tank and Booster Pump Station. The agreement was for$150,000. Council <br /> was informed that the City was applying for a low interest loan through the I-EPA to cover this work <br /> and that the work may be eligible for American Reinvestment and Recovery Act (ARRA) funds to <br /> cover a portion of the work. <br /> October 5, 2009—Council approved Ordinance Number 2009-71 authorizing the City of Decatur to <br /> borrow up to $15 million from the Public Water Supply Loan Program. The proposed loan covers <br /> engineering and construction costs associated with the construction of the South Elevated Water <br /> Storage Tank, Booster Pump Station and the Water Distribution Main from the South Water <br /> Treatment Plant (SWTP)to the City's elevated water tanks on East Garfield and West Division. <br /> October 19, 2009 - Council approved Resolution R2009-203 awarding the contract for the 1,000,000 <br /> Gallon Composite Water Tank and Booster Pumping Station Project, City Project 06-17, to <br /> Landmark Structures I, LP, as the lowest, responsible bidder in the amount of$2,588,000. <br /> March 15, 2010 - Council approved Resolution R2010-46 which authorized $77,640 in contingency <br /> for the construction of the South Elevated Water Storage Tank. The contingency was included as <br /> part of the I-EPA loan for this project. <br /> May 2, 2011 - Council approved Resolution R2011-58 awarding the contract to install pressure <br /> reducing valves in buildings that may experience excessively high water pressure in the South Shores <br /> area of the City, to Burdick Plumbing &Heating Company, as the lowest, responsible bidder in the <br /> amount of$355,218. <br /> Page 13 <br />
