Anderson Plaza
Decatur, IL 62523
Re: Bid Results
City Project 2010-13, Section No. 10-00013-00-FP
Main & Franklin Street Reconstruction & Rehabilitation
Aka Route S1 Street Improvements
Dear Mr. Marley:
We have reviewed the bid results for the subject project and recommend the City reject the one and
only bid from Illinois Valley Paving (UCM) in the amount of$1,849,256.24. It appears that the material
for Polymerized Hot-Mix Asphalt is only manufactured by one company there by limiting the number of
contractors able to bid on this project. The Polymerized material was recommended by IDOT District 7
due to the trucks using these roadways. Our office recommends rebidding the project and changing the
Polymerized Hot-Mix Asphalt to a Non Polymerized material in an effort to allow more contractors the
opportunity to bid on this project. More than one contractor should provide a more competitive bidding
situation.
Please contact me if you have any questions or comments.
Sincerely,
HOMER L.
