Council approved a $228,892 agreement with Chastain to perform the final design (Phase II) for the <br /> project. Both phases of the design work are being reimbursed 80%through the ITEP grant. The <br /> total cost of engineering work authorized for Franklin Street is $395,264. The City's 20% match <br /> for the engineering services is $79,053. <br /> Proposed Use of Motor Fuel Tax Funds <br /> It is proposed that the City use Motor Fuel Tax (MFT) funds to pay the City's 20% portion of the <br /> design work. Using MFT funds to pay the City's match, will free up additional bond funds to pay <br /> for the proposed Central Park improvements and the final phases of other streetscape work in the <br /> downtown. <br /> It will be recommended that MFT funds also be used to fund the City's match for the construction <br /> phase of the Franklin Street streetscape work. The appropriation of MFT funds will be presented at <br /> the time the City-State agreement for the project is brought before the City Council. This action is <br /> currently planned to occur in the late fall of this year. <br /> SCHEDULE: <br /> Water and Main Street Corridors <br /> Construction on the Water Street corridor is over 95% complete and the Main Street corridor is over <br /> 50% complete. The Water Street corridor, except for landscaping, is to be completed prior to the <br /> Decatur Celebration. The overall Main Street corridor project is to be completed by June of 2013. <br /> Central Park <br /> The Central Park phase of the downtown streetscape enhancement work will include North and <br /> South Park Streets and a portion of North Street in front of ADM,just east of Franklin. This work <br /> is planned to be advertised for bid in early August with work beginning in late September and being <br /> completed in early 2013. <br /> Franklin Street Corridor <br /> It is anticipated that Franklin Street Streetscape work, utilizing Illinois Transportation Enhancement <br /> Program(ITEP) funding, will be awarded through the State letting process in early 2013 with work <br /> commencing spring 2013 and overall completion in early 2014. <br /> Street Furnishings <br /> A project is planned to purchase and install street furnishings such as benches, planters and trash <br /> cans, in late summer or early fall of this year. <br /> BUDGET AND STAFFING IMPLICATIONS: <br /> Budget Impact: The City share of the cost for the preliminary and final design work is estimated <br /> to be $80,000. Funding for this work is proposed to be allocated from the City's Motor Fuel Tax <br /> funds. <br /> Staffing Impact: Staff time has been allocated for managing the downtown streetscape work. <br /> Page 12 <br />
