Mass Transit Memorandum
No. 051412-1
May 14, 2012
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: FTA Operating Assistance Grant for FY-2012
SUMMARY Staff recommends that Council approve a Resolution to authorize
RECOMMENDATION: the filing of an application and the execution of a grant for Federal
Transit Administration (FTA) operating assistance for FY-2012 in
the amount of$217,312.
BACKGROUND: Every year the Federal Transit Administration(FTA) apportions
grant funds to each metropolitan transit system for operating
assistance and for capital projects. In January the FTA published
partial-year apportionments for FY-2012, showing that Decatur
will receive$709,828. FTA recently published the second partial-
year apportionments, giving Decatur an additional $351,872 in
operating and capital funds. (Please note that a third apportion-
ment is expected when the full budget is finally approved by
Congress.)
In February the City Council approved the filing of an FTA grant
application for operating and capital assistance. At that time only
$1,082,688 was available for operating assistance, using the FY-2012
apportionment and funds left over from FY-2011. Staff now proposes
to add$217,312 in operating assistance from the latest apportionment,
to bring the FTA operating funds up to a total of$1,300,000, which
was budgeted in the current City budget.
The remaining$134,560 from the revised FY-2012 apportionment,
and any funds from the expected third apportionment, will be
reserved for future operating and capital projects.
POTENTIAL There are no known or expected objections to this grant
OBJECTION: application.
