Project Description
The 2012 Miscellaneous Storm and Sanitary Sewer Improvement Project will remove and
replace damaged sanitary sewer segments as they are identified through televised inspections and
routine maintenance. This project enables the City to perform rapid response work as sewer
system problems arise and must be addressed quickly. Having unit bid prices in place for sewer
repairs enables the City to move rapidly to address collapsed pipe or sink holes as they are
located in the sewer system and before they turn into major public problems. This also reduces
the number of emergency time and material repair contracts that must be brought before the City
Council. If there are remaining funds near the end of the contract, work will include installing
new manholes at various locations in the City to assist with ongoing maintenance work by
providing better access for cleaning and inspection equipment
The 2012 Miscellaneous Storm and Sanitary Sewer Improvement Project will repair storm and
sanitary sewers under one contract. All the repair costs at each location will be separated
between storm and sanitary improvements and will be paid for under the Sewer Fund (sanitary
sewer work) or Capital Improvements Fund (storm sewer work).
Public Letting Results
The project specifications were prepared by the Public Works Department. The project was
advertised Wednesday, April 18, 2012, and bids were opened on Thursday, May 10, 2012. The
results for the letting are as follows:
Compared to Engineer's
Bidder Bid Price Est.
Over/Under
Entler Excavating Co., Inc. $530,564.00 (-11.90%)
Barr and Robison Sewer& Excavating, Inc. $545,800.00 (-9.37%)
Engineer's Estimate $602,200.00 ----
The 2012 Miscellaneous Storm and Sanitary Sewer Improvement Project had a competitive bid
atmosphere and the City received favorable bid prices. The extra funds that were budgeted in
the Capital Improvement Plan will be reallocated to other storm and sanitary infrastructure
improvement projects or kept in reserve for emergency repairs not covered under this project.
Entler Excavating Co., Inc. provided the lowest bid for the proposed work and successfully
completed the 2011 Miscellaneous Storm and Sanitary Sewer Improvement Project, and many
other projects of this type for the City. Staff recommends that the City Council approve a
contract with Entler Excavating Co., Inc. to perform the 2012 Miscellaneous Storm and Sanitary
Sewer Improvement Project.
POTENTIAL OBJECTION: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard Marley, Public Works Director, Matthew Newell, City
Engineer and Paul Caswell, Civil Engineer IL Richard Marley will be in attendance at the City
Council meeting to answer any questions of the Council on this item.
Page 12
